A correlational analysis of the 2000 NAEP grade 8 math test data found a positive relationship to achievement, across student subgroups, for:

A de-emphasis of facts and skills, and  a greater emphasis on reasoning

Conclusion:  Middle school Students with disabilities showed increased achievement when they used a graphing calculator.

Purdue University
In a quasi-experiment comparing the achievement gains of 89 special education and general education students in 6th grade in two rural Michigan schools, special education students benefited as much from graphing calculator use as general education students did, though the special education students still performed less well.
